Here are several Ordinances you should know:
Per Ohio Revised Code 3707.01 and 3735, the Tuscarawas County Health Department is responsible for investigating and abating any public health nuisances in Tuscarawas County.
In order for them to investigate they must receive an official complaint from a citizen. Nuisance complaint form, dwelling unit code and nuisance code can be found at http://www.tchdnow.org/nuisances.html or see link on Village website. Commercial Structures such as New Buildings, Additions or Alterations and Change of use:
East Central Ohio Building Authority, provides plan approval and inspection services for all buildings and structures within the scope of the Ohio Building Code for all commercial structures and residential, greater than 3-family units or 3 stories.

Some home repairs and alterations may require that you obtain a building permit from the Village, including fence, roof, deck installations, and driveway replacements. You may obtain these permits from the Mayor's office. See website for forms and permits.
3. Signage within the Village per Ordinance No. 09-2020
Council desires to regulate the use of signage within the Village and this ordinance creates such rules and regulations necessary for the regulating of signs. Contact Mayor's office or see full Ordinance on web site for additional information.
Clearly posted house numbers can save precious time should an emergency occur. Can emergency personnel find you?
All houses and buildings must display street address numbers in an area easily readable from the street and must be at least four inches in height. Be sure numbers are clearly visible at all times.
Lawn mowing is required. The owner or occupant, or any other person, firm or corporation, having the care of any lot or land with in the Village shall cut down and remove all offensive and noxious weeds, vines and grass of a height of six inches or more. The owner, occupant of custodian of each lot shall be responsible for the area between the curb and sidewalk, or between the edge of the street and property line where there is no curb or sidewalk, and the area between the center line of the alley and the property line.
Garbage must be removed!
6. Ordinance Regulating Exterior Property Maintenance per Ordinance No. 12-21
Exterior areas must be maintained in a clean, sanitary and safe condition, free from accumulation of garbage. Fences must be maintained, out of use appliances, automobiles or automobile parts are not allowed on the exterior premises. Refuse collection service contracts are required. Single-family dwellings owner or lessee are responsible for garbage removal and the upkeep of their premises including but not limited to all of the mentioned above. Trash containers are required.
A permit application shall be submitted to the Village on an application provided by the Mayor's office. Dumpsters shall not be placed upon any street, sidewalk, alley or public right-of-way within the Village without first having obtained a permit.
Stray and feral animals may pose a danger to the health, safety and welfare of the public. No person shall keep or harbor any animal or fowl within the Village so as to create noxious or offensive odors or unsanitary conditions. No person shall provide food within the Village to any wild or feral animal so as to create noxious or offensive odors or unsanitary conditions.
9. Establishing Zoning for the Village of Newcomerstown, Ohio Ordinance No. 19-2021
