Lisa Spillman is our Fiscal Officer for the Village of Newcomerstown where she is acts as the Chief Financial Officer. She is responsible for the collection, disbursement, and custody of all funds; and must establish and maintain those financial records and procedures that are necessary to perform her duties including: accounts payable, accounts receivable, preparing and monitoring the annual operating budget, developing and maintain our capital improvement plan, prepares annual financial reports, payroll, and responsible for records retention and public records.
The Fiscal Officer also serves as the Clerk of Council by keeping an accurate and complete record of all proceedings of Council and have custody of all laws, ordinances, and resolutions of Council, have custody of all official documents, reports, papers, and files of Council, and performs other such duties as required by Council.
Before working for Newcomerstown, Lisa was the Fiscal Officer for the Village of West Lafayette and worked at Rea and Associates were she prepared government financial statements and assisted in audits around the state.
Lisa is also the Fiscal Officer for the Village of Plainfield and the Treasurer for the Newcomerstown Chamber of Commerce. Lisa graduated from Ridgewood High school in 1997 and then attended Zane State College and earned her degree in Business Management. Lisa currently resides in West Lafayette with her family. She enjoys riding horses and being outdoors with her family and friends.
